Victorian Government awards Business Case development to Ernst & Young, SGS and D’Artagnan for East-West Link Western Section Image

In Melbourne, Australia, the Victorian Government’s Department of Transport, Planning and Local Infrastructure (DTPLI) has awarded a Commercial and Financial Advisory Services Contract for the East West Link Western Section Business Case to the Ernst & Young team consisting of E&Y, SGS Economics & Planning and D’Artagnan. The East-West Link is the largest program of transport infrastructure in the State’s history. The E&Y Team will be developing a business case that will steer DTPLI through the complex financial, commercial, procurement and implementation landscape of the project.

D’Artagnan will be supporting the narrative for the development of toll roads, the cost estimating and the technical inputs while bringing best practices from an international tolling perspective to the Business Case.

D’Artagnan and the E&Y Team will be using its deep understanding and experience of prior work and using that experience to develop our fresh perspectives to bring significant advantages to the East-West Link Western Section Business Case and other project development activities. After all, D’Artagnan does not simply “tick the boxes” needed for compliance. We make an effort to understand the problem and different solutions then find innovative ways to unlock the benefits those solutions can achieve.
